    KfW supports Syria with reconstruction

    Following the fall of the Assad regime, KfW is committed to the stabilisation and reconstruction of Syria. On behalf of the German Federal Government, KfW is providing additional financing and contributes to the country's new start. In September 2026, the KfW office in Damascus will be reopened after 14 years of absence.

    In 2025, KfW pledged 124 million euros from German government funds. In 2025, the Federal Ministry for Economic Cooperation and Development (BMZ) allocated around 119 million euros to projects aimed at restoring basic services, of which 30 million euros was earmarked for the rehabilitation of healthcare infrastructure and 20 million euros for the repair of water infrastructure.

    International Partnerships

    KfW continued to support the Syrian people even during the years of the civil war between 2011 and 2024. KfW’s work focused on crisis management for those affected and on supporting local structures.

    Even following the fall of the Assad regime, implementation will continue to be carried out through our trusted partners: UN agencies (UNICEF, UNDP, UN-Habitat) and non-governmental organisations (NGOs) (Aga Khan Foundation, Norwegian Refugee Council).

    KfW…

    • is active in areas such as water supply and sanitation, education and child protection, as well as social cohesion and food security. These priority areas are being expanded as part of the restart in Syria, with a greater emphasis on the rehabilitation of structural infrastructure and, where possible, technical capacity-building on the ground.
    • is providing concrete support for the economic recovery in Syria. The focus is on rebuilding key markets and production facilities across the country to enable the energy-efficient revitalisation of key economic sectors. In addition, employment programmes incorporating training components and support for small and medium-sized enterprises are being provided.
    • organises its activities in Syria through its KfW headquarters and, from September 2026, through the reopened KfW office in Damascus.

    Current Situation

    KfW is closely monitoring developments in Syria following the fall of the Assad regime and is in close dialogue with the German government. According to its eight-point plan, the German government's future support for Syria will be based on the following priorities:

    • the peaceful transition to an inclusive political system that grants rights and participation to all groups,
    • coming to terms with the Assad era,
    • social cohesion,
    • infrastructure to provide basic services to the population.

    Syria Recovery Trust Fund

    KfW manages the Syria Recovery Trust Fund (SRTF), which was established in 2013. The commissioning parties are the states of the international community, which pay into the multi-donor trust fund. It contributes to the provision of basic services to the suffering population in the former opposition areas in north-east and north-west Syria. The grant funds are used, for example, to finance projects to provide basic infrastructure such as water, electricity, health services and food.
