Prof. Dr Jochen Kluve to head up Financial Cooperation's evaluation department at KfW Development Bank

  • Economist with proven international expertise in labour market and development economics and in evaluation research

Starting 1 October, Prof. Dr Jochen Kluve (47) will head up Financial Cooperation's (FC) evaluation department at KfW Development Bank. The economics professor at Humboldt University of Berlin will assume the position on 1 October 2019. He succeeds Prof. Dr Eva Terberger, who is retiring from KfW after 13 years as head of the department.

“Prof. Dr Kluve is a well-known academic with an international profile and proven experience in labour market and development economics as well as evaluation research,” says Prof. Dr Joachim Nagel, Member of KfW Group's Executive Board. “These are the optimal conditions for the independent evaluation of Financial Cooperation programmes and projects. We look forward in particular to his expertise and knowledge of the empirical methods used in evaluation research, which is of great importance for measuring the effectiveness of our work within the scope of Financial Cooperation with developing countries and emerging economies.”

After FC projects and programmes have been completed, evaluations are carried out to assess their impact. This happens for reasons of accountability, quality assurance and to learn from these analyses for future projects. The evaluation department is an independent staff unit within KfW Development Bank and is responsible for these evaluations. It reports directly to the member of the Executive Board responsible for international financing.

"The appointment of Prof. Dr Kluve, a well-known and respected figure in development policy circles, is an ideal precondition for continuing to satisfy this claim to credibility and independence,” said Prof. Dr Joachim Nagel.

Jochen Kluve is currently the director of the office of the Leibniz Institute for Economic Research (RWI) in Berlin and a professor in the economics department of the Humboldt University of Berlin. He focuses on research, teaching and policy consulting in the area of impact evaluation of labour market and development economics. This includes many research projects and expert opinions for, among others, the World Bank, the Inter-American Development Bank and the German Federal Ministry for Economic Cooperation and Development (BMZ).
