Participation in continuing education is unequal – especially by prior attainment
A current survey by KfW Research shows that one third of the working-age population in Germany participated in vocational continuing education activities in 2015. It also revealed worrying imbalances. First, time-intensive, substantial continuing education is relatively rare. Second, low-skilled workers undertake continuing education less often than graduates and master craftsmen. This means they fail to make up for skills deficiencies from prior learning, so the education gap tends to widen even more in the course of their working life.
