Debt in Low Income Countries: crisis eases, risks remain

Encouragingly, the previously acute debt crisis in poor developing countries has eased considerably thanks to the creditors' debt-relief initiatives and a strong economic upturn in the countries concerned. At the moment, external financing is offering a wealth of opportunities, but could also pose risks. If earlier mistakes can be avoided, loans could promote development.
